About BKWAC

The All Bodo Students Union (ABSU) launched the historic Separate State Bodoland movement in 1987 under the leadership of Bodofa Upendra Nath Brahma. After a long six-year Bodoland movement, the first Bodo Accord was signed in 1993, creating the Bodoland Autonomous Council (BAC). The second Bodo Accord, popularly known as the BTC Accord, was signed in 2003, creating four districts — Kokrajhar, Chirang, Baksa, and Udalguri — on the north bank of the Brahmaputra and the foothills of Bhutan and Arunachal Pradesh.

It is worthwhile to mention that the Boro people living in various districts of Assam also took part in this worldwide popular historic Bodo movement; but the maximum districts outside BTC are deprived of socio-economic and political benefits from these two historic Bodo Accords. Therefore, the United Bodo People's Organisation (UBPO) was compelled to launch a political movement for the Boro people living outside BTC, demanding the creation of a Council and an eight-point charter of demands, headed by UBPO in 2014.

As a result, the Bodo Kachari Welfare Autonomous Council was created in 2020, enshrined under Clause No. 5(i) of the BTR Accord, 2020.

Established in 2020, the Bodo Kachari Welfare Autonomous Council is an autonomous body under the Bodo Kachari Welfare Autonomous Council Act, 2020 of Govt. of Assam, with the objectives of socio-economic, educational, ethnic, and cultural advancement of the people residing therein. It comprises Boro Kachari inhabitant villages outside the Sixth Schedule Area of Assam. The Bodo Kachari Welfare Autonomous Council is the largest Council within the State of Assam, within the framework of the Constitution.
